Bacon Cheeseburger Soup

In a 6-qt stockpot, cook beef, onion and pepper over medium heat for about 8 minutes, or until beef is not longer pink.  Break up beef into crumbles while cooking.  Drain.  Add garlic and cook 1 more minute.  Stir in flour, until blended.  Gradually stir in milk.  Add potatoes, water and bouillon, then bring to a boil.  Reduce heat and cover while simmering for about 20 minutes or until potatoes are tender.  Add Velveeta and stir until melted.  Sprinkle with bacon pieces and serve hot!
